There are some great benefits when there is Mage for leveling. Indeed, many classes have their own pros and cons, but we when speak of Mage, it is amazing to level since he can prepare his own food and water, Blink which also reduces run-time, and teleport to cities from one to another continent. However, there are contradictory opinions to consider it as the best leveling build. Some would take an oath with the Frost build owing to its more mana efficiency. Nonetheless, I would opt for a Fire/Arcane build since you can pull down the enemies faster and the Arcane tree will reward you with mana regeneration and more stats.

Mage Leveling Build: Fire
Being a Fire Mage, you can give a fight with either a Fireball or a Pyroblast, shoot a 2nd Fireball and then observe a Fire Blast. Even if the target is not dead, you can try with Frost Nova by withdrawing a bit and making another combo of Fireball+Fire Blast. At a later level, you can have Blast Wave and Dragon Breath, which can do the finishing touches too.
Now why I didn’t take Improved Scorch is because you don’t use Scorch until you get the Hot Streak talent. Molten Shields, Fiery Payback and Blazing Speed are not necessary for leveling purposes. I did choose Impact (I know many Mages skip this one) because it’s nice for leveling. If you manage to use three or four Fire based spells before the mob reaches you, you have a 30-40% chance to stun the mob for two seconds before he even reaches you.
The reduced mana cost through the Precision talent of both Frost and Fire spells lure me into taking a bit of Frost.
My other favorite option is going for the nice combination of Arcane+Fire.
Mage Leveling Build: Fire/Arcane
This build has a mana preserving advantage because 60% of the regeneration continues while casting. You will also be surprised with the amount of critical hits you will get with this build which will also refund 30% of the spell’s costs. You will also have 10% more Spirit and 15% more Intellect. Arcane Concentration will allow about 10% of your spells to be cast free of costs.
Instead of giving you AoE spells like Blast Wave and Dragon Breath, this build mainly deals with Fireballs, Pyroblasts and Fire Blasts. A good choice for AoE purposes is about boosting a bit of Arcane Explosion. With Arcane Power and presence of Mind, you will have two excessive great abilities, which will be likely to bring out high burst damage as per the needs.
You have the option of going full Frost, particularly in the first 30 levels at which time you will be much worse than the builds aforementioned. The nice option like Shatter will give you Icy Veins, Cold Snap, Water Elemental etc. Nevertheless, output of this build from this damage will not be as high as it was with the above stated builds.
